Meanwhile, volunteers not paid for 5 months still have hope of being paid, as the Office of Accountant General of the Federation and the Humanitarian Ministry is to conclude Bank statement verification within the month of February, a source close to NSIP reveals

In a question answered on the Nsip official page, a robust headway of the level of progress has been done so far regarding verification of bank statement of volunteers

The Head of the Humanitarian Minister will on February address issues on the 5 months owed stipends, the NSIP team added

The five months owed stipends is a matter that cannot be concluded last year, even after being assured of being paid before 2020 runs to an end

Over 14,200 affected volunteers have submitted their credentials and bank statements, these documents are undergoing manual verification and authentication, a complex situation that consumes time

Delay experience is owing to the manual verification of bank statements with few and limited staff strength

Affected volunteers with legitimate claim will surely laugh last and laugh best, as the verification is more valid evidence of GIFMIS truly flagging off and rejected many volunteers without a course

Open the conclusion of this verification, all affected volunteers will be paid their long awaited 5 months stipends accordingly

Umar Sadiya Farouq, the current minister of the Humanitarian Ministry has limited capacity to play in this process, the whole bulk of this verification is sole done by the Office of Accountant General

In her precise words last year:

“I consider it necessary to give status update regarding the outstanding arrears of stipend to the 14,200 N-power cohorts from Batch A and B,” the minister said.

“From the outset, the N-Power programme was designed to run for 24 months

“Out of the 500,000 combined beneficiaries from Batch A and B only 14,200 have 5 months outstanding stipend arrears.

“The delay in the payment of the arrears arose due to platform migration from NIBSS to GIFMIS by the Office of Accountant General of the Federation in March 2020.

“From the consolidated list of beneficiaries we received from the OAGF in September, the 14,200 beneficiaries with arrears of stipend were flagged for receiving a monthly payment from other MDAs, particularly from the NYSC

“It is possible that the 14,200 beneficiaries used their NYSC allowance bank accounts for N-Power and GIFMIS payment platform picked them for double payment.

“We have initiated State verification process with State N-Power Focal Officers.

The 14,200 affected beneficiaries will present their NYSC certificates for final verification after which we will present an updated list to OAGF to pay off their 5 months arrears

“All legitimate claims and those on verified list will be paid before the end of the year”
