The Npower programme started with 200,000 persons, there after 300,000 volunteers were added making it 500,000 volunteers
During registration, a contractual agreement of two years were signed by volunteers before submission of application
At the expiration of the two-year agreement, volunteers of batch A started agitating for extension of the programme
As 2019 General Election drew near, the government decides to play a fast one on volunteers, so as to run for another four years without hitches or hurdles.
The 500,000 volunteers from the first and second batches were promised “the Next Level”, if only volunteers will massively elect the Buhari led government. See details of Mr Afolabi’s face book live chat regarding this
Mr. Afolabi, one of the clusters head of the programme, said volunteers should used their voters’ card to determine their future. By default, “vote for the present government if volunteers want the programme to continue with an assurance of permanency”. After the election, the ruling party (APC) was elected for another four years, suddenly the threat to exit batch A and B re-appeared. But was matched with much resistance
Mathew-Enhancement
The Government continued to drag their feet with no visible plan to exit volunteers into meaningful ventures and economic opportunities, they came up with a delay tactic called Enhancement

By the end of 2019, the executive headed by the president, saw the need to create a ministry, and the Humanitarian Affairs, Disaster Management and Social Development ministry came onboard. Madam Umar Sadiya Farouq was appointed as head
Npower programme and other National Social Investment Programme (NSIP) were merged alongside Humanitarian Affairs and Disaster Management
After many months into the programme as minister, Umar Sadiya confessed of “still studying Npower file to know the real essence of the programme- A move frowns at by “Enhanced volunteers”.
A total of 40 months were spent by Batch A, yet no viable exit plans on ground.
Npower Payment platform started changing, FROM REMITA PAY TO PAY FGN (FEDR), NOW GIFMIS, this made stipends payment to be unstable.
The move to disengage batch A became the talk of most national dailies, the government had planned to send them away with a plan- A move that almost spark national outrage
Revelation-Transition
Suddenly, Sadiya Umar via her Ministry, took the “Bull by the Horn” to disengage Enhanced volunteers. But met stiff resistance and names callings. She tactically used another phrase “Transitioning volunteers”.
In her words “We have commenced the transitioning of beneficiaries from Batches A and B into government entrepreneurship schemes and engaging private sector bodies to absorb some of the beneficiaries after the completion of psychometric assessment to determine competency and placement into various opportunities”
At this juncture, many volunteers’ hope was dashed to the ground, helpless and battered
Transitioning volunteers into a meaningful and sustainable ventures will strategically position the economy at an advantage, no volunteer will be laid-off- Sadiya Umar Disclosed on NTA
She told reporters of the Transition plan developed since November 2019, and that all beneficiaries would be engaged according to the Psychometric assessment results
The minister made it clear, we are only transiting volunteers into a meaningful and viable ventures, we will not throw volunteers to the street.
Beneficiaries will be transitioned into Government Entrepreneurship Schemes and other Viable Private Sectors to boast the economy
The minister of Humanitarian Affairs and Disaster Management, Ms. Umar Sadiya Farouq, said Federal Government is gradually transitioning volunteers to the next level to make provision for others.
The goal is to keep volunteers Npowered while positioning Nigeria at the core of the post covid-19 digital economy.
Responding to a question asked on NTA, the Minister hinted Government plan to transition volunteers without laying them off.
“As part of the transition process before eligible volunteers will be absorbed into government entrepreneurship schemes and engaging private sector bodies to absorb some of the beneficiaries, a compulsory completion of psychometric assessment would be done to determine competency and placement into various opportunities – Hajiya Sadiya Farouq disclosed.
The Federal Government will be opening opportunities in the services and real sectors of the economy where all volunteers will be deployed.
