All is set for the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development to start the disbursement of funds in the Conditional Cash Transfer to beneficiaries nationwide

The program anchor, Hajiya Halima Shehu said: “Thirty percent of its operations have been digitized and will recommence payment to its beneficiaries next week,”

The disbursement of funds might not be done in all states of the federation as of 23rd of August, due to some technical issues, but all states will be captured in due time- Hajiya Halima Shehu added  

“Shehu, however, said that efforts were in place to rectify the challenges. Halima urged the State Focal Persons to continue to support the program to enable the government of President Muhammad Buhari to achieve its set objectives of lifting 100 Nigerians out of poverty. Responding, the Chairman of National Social Investment Programme (NSIP) State Focal Persons, Alhaji Bala Chamo, while thanking the program coordinator for granting them audience,”

The program is designed to deliver timely and accessible cash transfers to beneficiary households and sets to support development objectives and priorities, to achieve specific outcomes as outlined below:

Encourage household financial and asset acquisition.

Engage beneficiaries in sustainable livelihood.

Improve household consumption.

Increase in utilization of health and nutrition services.

Improve school enrolment and attendance.

Improve environmental sanitation and management.

The program has 3 components which are as follows:

Top-Up based on State selected conditions and

Livelihood support

Base Cash Transfer

Overall Management Responsibilities for NCTO

Provide a framework for the co-responsibilities for state selection.

Facilitate beneficiary’s training, coaching, and mentoring.

Monitor the progress of activities at state levels to ensure conformity to plans and standards.

Provide grievance redress hub and ensure that grievances emerging from states are investigated and addressed.

Establish and implement a system to minimize fraud, error, and corruption

Engage and supervise payment service providers.

Disburse Cash Transfers to beneficiaries.

Provide technical support and stakeholder engagement.

Conduct performance assessment, review, and reporting.

Liaise with MDAs and Civil Societies Organizations to support delivery.

Facilitate beneficiaries’ enrolment and issue program cards to beneficiaries.

Support capacity building of states and LGAs to deliver training and sensitization by developing training materials and training of trainers.

Integrate the Payment Service Providers (PSPs) into the systems developed under NASSP (these are the NSR, MIS, and financial management (FM) systems).

Provide effective coordination for the payment system.

Provide technical and financial support to SCTUs and LGAs to carry out their responsibilities
